I'm rather confused on this question because the book "The Michael Handbook" is self-contradictory on this subject.

 

Right now I believe Passion is an inspiration mode but I am not 100% sure of this.

Passion is on the Inspiration Axis, not the Expression Axis, according to practically all Michaelian sources. Plus, that is what makes sense.

My suggestion is that this error was due to a glitch in the matrix of the author's mind (aka a "brain fart"), followed by the lack of an eagle-eyed editor to correct it.
